Requirements for Free Medicine Enrollment are:

1. People who have no public or private prescription drug coverage
2. People with household incomes at a level that paying for medicine at retail prices poses a hardship.
3. People who make too much money to qualify for public assistance e.g. Medicaid

• General Income Eligibility Criteria: Individuals with family incomes ranging from below the national poverty level up to $38,000, and in some cases, families with annual incomes as high as $80,000 can receive free drugs. ($39,200 for individuals, $52,800 for couples, or $80,000 for a family of four.) Each sponsored drug has it's own eligibility criteria.

Prescription Drugs: Hardship Circumstances may also Allow Free Medicine Eligibility:

• People who have maxed out their prescription insurance coverage
• People on Medicaid, (state public assistance) but have prescriptions Medicaid does NOT cover or have exceeded the prescription drug limit for this calendar year
• People on Medicare with no outpatient prescription coverage
• Some, but not many sponsors offer help for people who cannot afford their co-insurance fees.
• People who have reached a cap on their outpatient prescription drug insurance coverage
• People who have medical insurance coverage, but NOT prescription coverage
• On occasions, some sponsors will make an exception on a case-by-case basis or in extreme or extenuating circumstances. It never hurts to ask. One thing you should know is that there is something more important than income that sways drug companies in letting you qualify for their patient assistance... Hardship! Even if you do not qualify financially, you may still qualify for patient assistance program if you demonstate financial hardship. Some circumstance that might qualify you on the hardship issue include: job turnover, divorce, other catastrophic events. If you think you would like to apply, we will be diligent in our efforts to assist you. You really have nothing to lose. We have seen many people who would be considered "middle-class" status enrolled on the hardship basis.

According to the Wall Street Journal it's not just poor people who qualify for free medicine. To qualify, applicants must show they have no prescription insurance coverage; household income must be low enough that paying for medicine would pose a hardship; and that they make to much money to qualify for public assistance such as Medicaid. As a part of their pledge that "no patient in need of medicines will do without them," over 160 leading drug companies including Pfizer, Bristol-Myers Squibb, Eli Lilly, Wyeth-Ayerst, Searle and Merck now offer their medications at no cost to patients. Pfizer currently donates more medicines to patients than any other pharmaceutical company. Last year, Pfizer helped approximately 1.4 million patients by providing 2.3 million prescriptions valued at nearly $345 million.  Brand-name drugs such as Lipitor©, Daypro©, Norvasc©, Neurontin©, Zocor©, Viagra© Glucophage© and hundreds more are covered under these assistance programs.  Most all brand-name drugs are available for free to those who qualify.

As cost of prescription medications continues to increase, often making them unaffordable for people without insurance, the drug manufacturers themselves are helping get their products to the people who need them practically free of charge.

Pharmaceutical sponsors who have programs do so for various reasons. Some believe that they have a corporate social obligation to help those who can't afford their products.
